Introduce mechanism to detect current FC location 
There are few implemented ways to do it:
1. By FSSSignalDiscovered events
2. By Docked, Location, StartUp events
3. By previously FC jump
4. By cmdr_data (CAPI), findout if we have stored on FC ships
