Fix cert properties parsing for nebula-cert JSON format changes

nebula-cert print -json now returns an array in newer versions instead of
a plain object; handle both by checking if parsed result is a mapping.

Also use networks|default(ips) for cross-version IP field compatibility,
and support nebula_subnets when signing certificates.
