CAPI: Only perform queries for Live galaxy.

* This is *temporary* pending properly implementing utilising the Legacy
CAPI host.
* Check in the EDMarketConnector.EDApp.capi_request_data() function *and*
also in some companion.session functions. But not absolutely all possible
entry points because we'll be undoing it when we implement Legacy support.
This *is* sufficient for the current core code entry points. If any plugin
is invoking its own CAPI requests, well it shouldn't be.

EDDN: Sanity check NavRoute contents & handle EDDN 400
...
* Closes #1342 - A user had a NavRoute message with no Route array.
It's always from the file, so the file had to be missing it?
* This results in an EDDN '400', and now we'll drop such messages from
the replaylog so they're not constantly retried.

CAPI: Catch where we're CAPI-docked, but monitor.station is None
...
Docked at an EDO settlement means CAPI says we are, but we've forgotten
monitor.station because there's not enough Journal information and too
many corner cases to be *sure* of re-using old data.
